Mods that teach the AI to play using meta templates will really frick your shit up.

And which difficulty is that? I exclusively play the game on normal difficulty simply because lowering that makes the game just a breeze through and disables achievements, while amping up is purely artificial, A.K.A the AI gets to cheat.
Historical German navy did really well considering it was massively outnumbered, had almost no capital ships due to the naval treaty, and half of its ships were Victorian era coal burning ships. Conquered Norway right under Britain's nose, dominated the Soviet baltic fleet and made Britain crap its pants by torpedoing all their merchant ships
The sinking of the Hood is an amazing story and they were 100% going to get away with it. It was a massive stroke of luck that a WWI era plane managed to hit the Bismarck's rudder while on the last leg of the race home.
The navy is disproportionately more complex than the rest of the game, for a game element that ultimately doesn't help you win any ways.
If blockading an enemy or sinking their enemy lowered surrender limit, then you'd see more people willing to learn.
By the way, it's not actually hard, just takes a 10 minute presentation and you'll understand perfectly.
This is a good point. The game lacks certain rather logical things that really should be there regarding navy and construction and war participation IMO.
For example, I'd like to play a Eco game as something like Fascist Denmark, or Switzerland for example (since they have such bonuses for civ construction). Let the germans do the fighting while I supplement their industry, by building infrastructure, railways etc... (Speaking of which construction in general shoul dbe exanded upon). But I can't. Why? That doesn't provide war participation AT ALL. Justg as blockading with your navy and sinking convoys is rather weak to be honest, with you decreasing the enemy war support by ONLY sinking convoys.
Then there is nukes, which are mostly garbage anyways.
All in all, the game needs more shit to do, more options, more everything. Even though it's already quite nice.

Actually playing the game makes you unpopular with the "hardcore" community. All they want is micromanage troops at the front for ebic encirclements. The easiest way to get kicked from a HOI4 multiplayer session is actually playing the game or doing something funny that goes beyond the historic route cause "hardcore" fans can't adapt.
It takes 10 minutes to watch a video in YT on how the navy works, I've you still don't get it after that I think you might be moronic. hoi4 is simple as hell
