Because you're allowed a "Personal item" and a "carryon." The backpack takes the personal item slot and carries my laptop, other electronics, and various stuff like that, while the suitcase has clothes and toiletries. My roller is pretty small though, if I've got an actual big bag I just check it and often do even with small ones just because I usually have stuff I can't carry on (pocketknives, multitools, etc.) unless it's a super short trip.
