Well for starters it has to be America. Canada/Mexico at a push but overall the setting has to be the US otherwise it just isn't Fallout. The 50s Americana lifestyle was forced and continued as the norm well beyond its means because the US government needed as an opiate to keep everyone in line, as both it and the rest of the world became more militant. Europe conversely surrendered their unique, individual cultural identities and became a super state, purely as a safety blanket. Then they (the EU supertstate) and the Middle East blew themselves while fighting over oil, and this was long before China, the Soviets and the US blew everyone else up.
Why the frick would you make a Fallout set in anything BUT America, especially considering most of the US hasn't even been covered yet in the mainstream games.
People like you are why we get games like Fallout 3, 76 and Fallout 4 and why Bethesda's laziness is one of the most profitable videogame ventures to exist.
