nobody says that. It's a gameplay mechanic because knives are extremely strong and if you don't use YOUR knife to do breakaways you only need to repair it about two times across the entire game.
Just shoot their shins. I didn't do the math but it guarantees a stagger 10x more often

Headshots should always stagger. It's stupid that they only stagger sometimes. There is literally no counterargument for this.

Not all of them. The types that don't do this should stagger 100% of the time. Not only that, but knee shots should also drop all regular humanoid enemies in a single shot. The regular villagers and army people on the island all grow parasites out of their heads but none grow anything out of their knees to compensate for broken body parts.
So the TMP is completely pointless now?

It threw me early in the game as well, but the combat is simply not designed for it. Your guaranteed melee is from the perfect parry now. The game wants enemies right on top of you most of the time and if every headshot was a stagger they'd never get near you. The ways it achieves that constant pressure are sometimes cheap (lots of zones where enemies just spawn behind you out of nowhere) but staggers being harder aren't an issue.
I used Red9 and every headshot staggered.
Red9 does stagger every headshot amounts of damage. But it's also due to you playing better due to Red9's grouping.
There's a tooltip I'm sure 99% of the people complaining about stagger don't read that directly states that reticle size affects stagger power. Which is why it only takes me two shots across the entire game (excluding island, frick Island) to kneel an enemy for the suplex and why it takes anons 5 just to avoid getting grabbed because they can't duck.
