Actually that's exactly why they should be improved, a weapon with a disproportionately high usage rate means making its gameplay more fun will improve the game for the most amount of people. Ranged weapons are conceptually just always going to be both inherently superior to melee because of 100% damage uptime, and fricking boring because there are only so many ways you can shoot a gun. Bow in World was fun because you had stamina management and lots of different shot rotations based on that, but the only mechanic bowguns have aside from aiming and shooting is switching ammo types based on the situation, except bowgun stats and armor skills lock you into only 1 ammo.
