That was intentional, 2 was from the era where Valve were focus testing for console markets.
Now that I finally got to make a bunch of lezdom porn with Karlee and got it all out of my system, I can confidently look back at this game objectively and say that it's trash, just not fun to play, and takes endlessly repayable simplicity of Left 4 Dead and bogs it down with excessive systems that really don't change much.
The card system was unnecessary. It made a strong card selection the most useful thing. When meant dozens to thousands of mediocre runs until you get the cards you're looking for.
Could take hundreds of hours.
Finally get the cards you're looking for. All of a sudden, the game is better.
Zero sense of satisfaction because random drop chance.

Adding more specials to a horde shooter distracts from the point of having a horde shooter. The extras added on L4D2 were too much and the original would have been fine with a smaller roster too.

Meta shit is cancer. This just makes the game a frustrating grind in the early game before you get your shit and a boring pointless grind once you have your OP comlketed meta build that everyone uses because it's optimal.
Hore shooters need to be simple, with straightforward objectives, non-complex enemies/encounters, and challenge derived from map design, being overwhelmingly outnumbered and using teamwork to overcome those obstacles.

I'm fricking sick of games having time wasting bullshit shoehorned in as a replacement for actual quality content. More characters, cool. More enemy types, awesome. Expecting me to invest time looking at wikis and getting yelled at by shithead teammates online while trying to figure out a meta that isn't even related to my ability to play the game, but rather a series of minute buffs and debuffs that barely affect game play? I always feel like this is somewhat misleading, yeah they are a low percentage, but that's literally all of turtle rock pictured there. I think people usually think that these 7 guys were some turtle rock employees that worked for l4d.

They're all badly written and have no solid characteristics that make me like or want to identify with them. Everyone in the L4D and L4D2 group feel distinctive and they did a good job at not only giving them designs and colors to make them stand out from the more muted colors of the environment and zombies, but they actually wrote them like to act like actual frickin human beings for the most part.

Most of the enemies they tried to add onto the formula are also bad. The designs aren't distinctive from one another with shitty names. Like who calls a special infected a tallboy? A name like that doesn't tell me what it does like a charger or a spitter.

Also really badly implemented and if the devs weren't so adamant about nerfing tons of playstyles into being unusable it could've been the one positive thing I had to say about B4B.

i didnt think the game was terrible but then they released a update that changed the special spawn settings or something. on the highest difficulty the special infected would die and instantly spawn again and left zero breathing room to do anything. with hordes and special infected having 100% uptime it became unfun and felt like only speed stats were what mattered if you wanted to progress into the level at all. And by that point you could just run past literally everything in the game without getting hit. Just became so unfun i dropped it completely
The well was poisoned because it wasn't a Valve game.
That said it has legitimate problems that hold it back from being great. In particular it's not really a pick-up-and-play game like L4D2 is because you have to spend time unlocking perks and grinding them out. The average L4Dgay doesn't like this progression based gameplay and tbh it really slows everything down. There's a bunch of other issues to, but those are usually more subjective.
On the other hand I actually loved the classes and perk system. Being able to build each character your own way ie. medic, melee specialist, sniper, etc. was great fun. It's what I wanted the original L4D to be, so I ended up really liking the game and got a good 90 hours out of it.

They skunked the launch. Specials were bullet sponges and could spawn right on top of survivors, and the only builds that could reliably clear anything higher than Recruit were speedrun and melee builds - and melee got nerfed shortly afterwards. Plus, the cast didn't have the charisma of the L4D parties.

Terrible characters, botched launch with just as terrible balance and a dead on arrival non-campaign compgay versus mode. They could have saved it but their pride didn't allow it and then they released their mandatory dlc and killed the game.

The concept of a metagame is the opposite of what l4d is, you won through good shooting, cooperation and learning how the zombies work and how best to outsmart them. What is all this perk bullshit?
Left 4 Dead 1 and 2 have only 8 characters and each one of them is unique, memorable and lovable. The 6 special infected are all you need since they cover every base. Hunter pins on the spot, jockey carries you away, charger pushes, smoker pulls, boomer slows you down, spitter forces you to move. It works perfectly.
I'm not even going to entertain your mention of perk systems as a good thing with a response.

L4D2 is popular BECAUSE its just grab gun and shoot zombie. It doesn't need to be 20GB bigger to fit a bunch of unneeded bullshit that "betters" the game. Get gun, shoot masses of zombies with some specials to spice things up, make way through level, seal self inside safe room, onto the next. Like why the first DOOM is so popular even today; get guns, shoot demons, repeat. You don't need to have two trillion additional features to make a game good.
