    I noticed this specifically with GTA San Andreas.       Another one of these is GTA 4 and "Niko let's go bowling." It only really happens at the beginning of the game when Roman is the only friend Niko has. I remember on my last playthrough, Little Jacob and Brucie called me way more often than Roman did.

    If you look at the trophies and cheevos for games you will quickly notice that a lot of people don't even have the trophies that the game hands you 5 minutes into the game. Persona 5 has people who never even got to the point that they unlock a persona. Elden Ring only has 79.1% who reached the Roundtable Hold.

    People loved Liberty Prime when Fallout 3 was popular and he's only present in the end- and post-game.

    In the old days when games were expensive you'd play them over and over but the parts you'd see the most were the beginning either because it was arcade style, or because you wouldn't finish your replays, or even because you were a kid and just couldn't get past the beginning.

    Game devs also would put their best stuff at the beginning to pull you in. And for a lot of games the start is simple and elegant whereas the back half becomes overly complex or unbalanced, often because of lack of playtesting or the later sections being rushed. For example, the first 30% of RE4 and Dark Souls 1 are simply better than the rest of those games.
