I noticed this specifically with GTA San Andreas. All the popular memes (here we go again, you picked the wrong house fool, big smoke's order, follow the damn train) are from the first five hours of the game before CJ is exiled out of Los Santos. Barely anything from the rest of the game gets memed on.

In the old days when games were expensive you'd play them over and over but the parts you'd see the most were the beginning either because it was arcade style, or because you wouldn't finish your replays, or even because you were a kid and just couldn't get past the beginning.
Game devs also would put their best stuff at the beginning to pull you in. And for a lot of games the start is simple and elegant whereas the back half becomes overly complex or unbalanced, often because of lack of playtesting or the later sections being rushed. For example, the first 30% of RE4 and Dark Souls 1 are simply better than the rest of those games.
