I think the rules follow something like classical music. "Retro" is the broad term like "Classical" is in music. You can break Classical down to the Baroque, Classical, and Romantic (and break those down further themselves) the same way you can break Retro up into 8-bit consoles, 16-bit consoles, etc etc.
Everything becomes retro after enough time passes. It only doesn't seem right to you because you played PS2 growing up. But thats exactly how 50 year old boomers probably feel about the nes and other old shit being called retro by us. It's all relative. Thats how time works.
PS2 was 20 years ago man. Just like Atari was retro by the end of the SNESGenesis. Honestly even before that considering how archaic some of those early games are. Time keeps moving. The only reason to say PS2 isn’t retro is because that was the last real leap in gameplay. Everything else has been very minor refinements and longer tutorials masked as level up mechanics. The rest is all GFX and bigger maps. AI has even gotten dumber when compared to UT bots.

Also the PS2/GCN/Xbox era are officially considered retro now whether you like it or not, it’s been at least 2 decades since they’ve released. Graphics and gaming in general have improved tremendously since then.
Graphics yeah, gaming not so much. Third person hasn’t changed all that much from RE4 and FPS very rarely stray too far beyond Halo or COD2. There are minor refinements but they all are based on the same framework that was laid out during the PS2. Seriously when was the last time a game came out and messed up controls? Contrast that by going back to say Shinobi/Nightshade or Gungrave on PS2. They feel wrong because developers were still trying to reinvent the wheel. I don’t think we will ever see the wild west again when it comes to gameplay. It is all by the book this controls this way with this mechanic and time gate the player by using skill trees and “rpg” experience points.
