I actually wrote a concept of a story where a goddess exist, and a religion exist, but the goddess isnt bad or good neither the religion is, but the humans themselves twist the religion/goddess into their biding
basically those who are good will make the religion and the power that comes with it good, and viceversa

basically the goddess gave humanity power so they can defend themselves but shes doesnt want to give them too much because she considers them an imperfect creature thats growing
human make a religion in order to cultivate and pass through generations this power, which leads to a government based on it, and at some point unstable and "bad"people inside the religion takes over and turn the system around, into harnessing the power for themselves, and the goddess doesnt really believe in fixing the problem herself, but let humans learn from it, evolve and fight for themselves.
