The announcement said it's coming to PS5 and Series X/S in 2025. No mention of PC at all. PC version will most likely come out in 2027 alongside the PS6 and Series Y/T versions.

Back then lots of people owned consoles in parallel to a PC because of the abundance of exclusives. That is no longer the case, there are no more exclusives.
When the game you're selling is GTA it doesn't matter if people own a console, they're going to buy one to play it anyway.

This isn't a cross platform double dip but rockstar just straight up scammed me and refused to fix their error. When GTA V came out there were standalone CD keys for it. Like physical release shit. I got that instead of getting it through Steam. This went fine, it was on my rockstar account, I played through the game. They neglected the standalone launcher quite a bit but whatever I got it working (through pretty bizarre means) and all was well. I had the game for a significant portion of time, there was no issue with my key or anything like that. Then Rockstar decides to reinvent their entire account system and in the process they just completely delete my shit. I suddenly just don't own the game anymore, this is like years later. I contact support and they basically tell me to get fricked. I look it up and others have this same issue. Basically if you had a non-steam copy you just got fricked. So I rebought on steam when it was on sale because I am a cuck and I wanted to try redux (great mod btw).
