Skyrim’s quests were so horribly written. This one is probably the worst because the writers were clearly wanking themselves over how clever they thought they wrote it.
Still mad there wasn't the option to team up with Mjoll to destroy the Thieves Guild, depose the Jarl and make that b***h Maven Blackbrair eat her own hair.
It really sucks, doubly so if you consider dragonbreaks should give a lot of narrative freedom about events in a sandbox environment. But you know, Bethesda.

It gets funnier when you get just within detection radius so he tries to walk up to you but you keep edging away. Then when he does question you just tab out and walk off and he'll say 'I wasn't done talking to you' and start following you again. Someone at Bethesda thought this was natural human behavior
