Bounty hunting = honorable
Dungeon delving/tomb raiding = honorable if you defeat the draugr guarding loot, it's always ok to steal dwemer shit without reporting your findings to the empire
It gets funnier when you get just within detection radius so he tries to walk up to you but you keep edging away. Then when he does question you just tab out and walk off and he'll say 'I wasn't done talking to you' and start following you again. Someone at Bethesda thought this was natural human behavior
To be fair to Skyrim's guild, what the frick are they going to steal. Most people are dirt poor, and the most valuable thing they have is probably some random potion lying around.

I laughed in 2011 about how people assumed Bethesda ever made roleplaying games. They’re as much roleplaying games as Gears of War is.
