Sinnoh Elite Four is not forgettable.
Not Bertha is memorable, as is the bug user, and the fire type user that had an awful team.
Without question, the XY Elite Four is the most forgettable. Other than the milf, none of them are memorable, not even the one they tried to shove into the main story for no reason. Felt like she was supposed to play a bigger role but ended up being a nobody.
DPPt has the most forgettable bland characters of every game, Cynthia being one of the most shilled characters in existence just makes people forget that
I disagree completely. Most fans would be able to list at least a couple of gym leaders from Sinnoh, while I played through every game and can't remember the name of more than one gym leader in XY, and that's only because one of them was a major character in the anime.

Its just that Cynthia (and Dawn) are so MASSIVELY popular that it seems the others arent.
But thats not the case. The ~average as the same as before, its Cynthia who is so far above everyone
She is both the most popular champion and also the most popular adult female pokemon character
Hoenn isnt much different - May and Stevens popularities dwarf everyone else in that region, especially the E4.
The only differences betwenn Hoenn and Sinnoh in that regard are:
- Cynthia is more popular than Steven
- Brendan is more popular than Lucas (but Brendans is still nothing compared to Mays)
- Dawn and May are probably around equal

Kalos E4 designs are better except Malva, but none of them have managed to establish a bond with the audience, that is, none of them are memorable. Sinnoh has achieved this thanks to the memetic Flint. Plus they are more challenging than Kalos E4, and there are a lot of people with emotional attachment to DP thanks to the huge over-exploitation of Sinnoh in recent years (BDSP, Legend Arceus, anime) and external factors like hentai of Cynthia and Dawn, so people have a very big bias towards Sinnoh.
I feel like kalos e4 is oddly memorable even though they appear in the fewest games
I think its mainly because their designs are at least interesting, the sinnoh e4 looks so fricking bland. They really deserved ORAS-like redesigns.

Why did Sinnoh sacrifice the presence of every npc just to elevate Cynthia? That just makes the entirety of the cast weak as a whole
