The N64 to GCN era period was chock full of great and fun titles that weren't just money grabbers or gimmicks like the wiimote.
It's a bad Zelda game, but still a good game. Out of the 3D game, it has the weakest overworld and dungeons. Tower of Gods is barely a dungeon. It's the Sw/Sh of Zelda, it's a half finish and incomplete Zelda game. My theory on why people like it so much is the overhatred made people pity it and yeah, Windwaker has a great art style, I love how it looks. Just as a game, it's weak by Zelda standards.
WW is good if you like splashing around in kiddie pools. Time was clearly spent on getting the feel of sailing down and I can respect that, but WW does so little that's compelling with the idea and unlike other Zeldas with undercooked gimmicks, the actual Zelda game under it is somehow even more undercooked. It looks the part, but WW isn't close to living up to its potential in practice.

It's the contrarian mindset, a very normal reaction for the unfulfilled and insecure losers.
Picture this: the vast majority says X is good. In order for the loser to be good at anything, he will insist that X is now bad and that only those that hate on X are the true winners thus in their mindset reversing the roles.
The problem is statistical: you cannot possibly have that many losers based on a preference. By sheer numbers, that preference is superior to hating it.
So they live in their bubble and try to drag others in it and welcome them amongst the "winning group".

I liked it when i first played it but i loved it when i replayed it a couple of years ago. Little advice: leave the exploration for the last 3rd of the game. Clearly they run out of time to add further dungeons, but if you havent fricked around too much, the change of pace is not that bad since you get to see the rest of the tiny islands, plus you have all the tools you need to explore every inch of it.
I did it like that the last time and I had a blast with it. Tried TP afterwards and dropped it after snowpeak.
I dropped TP the first time at snowpeak as well and on my second play through many years later i dropped it at the tutorial that takes forever to complete... holy cow gimme a sword and board, I don't wanna herd goats.
