Not really a JRPG but I'm literally in the middle of playing God Eater 3 and there is a VERY prominent e-girl as a main party member who wears nothing but a jacket most of the time. I guess she technically wears an extremely low-cut 'dress' but it's actually growing out of her back and is part of her body.
