What Gardevoir needs is to become a traveling companion or side character. New forms are just shitty meaningless gimmicks.
New forms can breathe life into a mon that was previously not as popular. Clodsire is a fan favorite, though it helps Quaqsire was well liked before that.

Just like how only Alolan Raichu exists but not Pichu/Pikachu they can make it so that only female Kirlia leveled up in [future region] become a Gardevoir variation
I like that sentiment, but I'd rather they do it by letting it have another evolve item. Then they can push for Gardevoir to be the default, gender neutral final evo, with Gallade and the new evolution being the fully male and fully female variations.

Because it's popular as frick and sells merch of all kinds. It doesn't need the retooling of a Regionalisation.
I understand the sentiment that megas/gmax/etc benefit the original version and alts are to make a previously unpopular mon relevant but thing is those forms go away once the gen is over. Gardevoir could have gotten a gmax form instead of shit like fricking Butterfree
