Everything can learn Double Team/Substitute.
But I've only ever used Dux as an HM Slave. Cut and Fly on the same Pokemon is a great HM Slave.
The only Pokemon that are better HM Slaves are Krabby/Kingler with Cut, Surf, Strength and Slowpoke/Slowbro with Surf, Strength, Flash.
Maybe something like Sandshrew/Sandslash with Cut, Strength, Dig(if you could Dig).
I used a farfetch'd in a randomized crystal run YEARS ago with tremendous success
