Ledian is pretty good in Crystal since you get all the elemental punches very early and Ledian learns them all. Doesn't even fall off that hard later in the game.

55 spa was usable for in game. Especially since this was before natures And EV’s, meaning all your stats could be maxed out. It’s not great, or even good but it was ok for an early game bug.

Yes now it is. Hoeen Pokémon tend to get almost as much special treatment as KANTOOOOO, but back then Dustox in Gen3 was at best just as bad as Ledian was in Gen2.

Ledian had bolt-beam punches by gym 3 and screens to help your team. It was probably better in GSC then Dustox was in RSE.
