Once a Pokemon reaches 200 or more happiness it has a chance every step to receive the partner ribbon/mark.
Reliable partner? I've got a few of those on my raidmons just by playing normally.
I do as well but the odds 1 in 100 every 10,000 steps make it annoying for some.

No chance in hell they're letting you earn this one outside of trades. They likely added for a few reasons:
real life ribbon distributing so that if you win a tournament, it can be applied to your Pokemon
event distribution (many different things you can do with this, like having a character from a show's own Pokemon)
in-game trades going forward with notable trainers
Chances are they would have npc like the memory reading one's that award the ribbon if they allow for this.
This ribbon is SO getting used for Ash's Pikachu in the future
