There's no drama between Muffet's creator and Toby, he just didn't put her in Deltarune.
Deltarune is literally Toby's dream game that he's been shaping in his mind for a decade, you don't have to think hard about why he wouldn't carry over someone else's OC into it just because they were in Undertale.
There are other OCs in Deltarune like all of the Card Kingdom characters designed by Kanotynes (which Toby was directly inspired by and had planned to incorporate from very early on) and Sweet Cap'n Cakes, but they don't have the baggage of being a major character in Undertale. Toby has been conscious of establishing Deltarune's identity distinct from Undertale (despite reusing most of the cast), it's not his style to have the character show up just so you can point at it. Something tongue-in-cheek like "recurring bake sales" is enough.

Unironically chapter 3 would be my immediate GOTY if it comes out.
I don't even remember the last time I was this excited for a release. Undertale is fantastic, and Deltarune is the only thing that brings me back to when I was a kid/early teen, looking up info about games that hadn't come out yet. Nowadays, whenever I see a trailer or anything of the sort, I always have a gut reaction of going "this looks like shit."
I shitpost a lot and call him many names, but I genuinely think Toby will be remembered as one of the most influential game developer of all time.

I got the Spring one at 6:14am and the Summer one at 5:50am (CEST for both). Both of these were on fridays too. If this is a continuing pattern, then right now it's 4:00am CEST, therefore it should be around 2 hours left of waiting. After I played through Snowgrave and Queen noted how she's all alone and My Castle Town started playing, I just immediately realized all that happened in the route and how fun and happy the Pacifist run was instead. When we got chapter 1 we all probably figured we'd get the full game when it was done and just put it out of our minds. But when he put out chapter 2 and announced an incremental release that just makes it feel like the next fix is right around the corner.
Yeah and I guess chapter 2 ended on a much bigger cliffhanger that tickles the imagination. Chapter 1's was surprising but it didn't have as much immediate relevance to the plot.

We are continuing to work on Chapter 3! The Chapter got playable from beginning to end. After some restructuring and reshuffling of different parts, it's feeling quite good to go through. Can't say it's finished yet, but the unfinished parts are certainly seeming less and less numerous. That's good because try as I might to sleep, until the game is finished, I'll see nothing but nightmares...

Chapter 2 came out less than two years ago
The next release will be the next three chapters simultaneously. Accordingly, all three chapters are being developed simultaneously, more or less.
Chapter 3 was never going to be released on its own. We were told this immediately after Chapter 2's release.
Given that Toby has a larger. more experienced and better directed team than he did when he started, a reasonable assumption might be three years for three chapters. Two years was extremely optimistic, moving into delusional and unrealistic after last year's development update.
There was zero good reason for you or anyone else to be expecting a release today, this year or anytime soon. Cross your fingers for this time next year if we're lucky.

This is precisely why he got the team, however from what Toby has talked about his development style should trigger dozens of red flags. It is good in some ways because he meticulously tries to make sure every part of the games he makes has a purpose, for some reason or another (be funny, advance the plot, etc), but on the flipside he likely cut out and reworked a chapters worth of content at this point, he definitely should give it his all too because if he's more in tune with the developers he hired he won't have to do that shit as much.
He can't do shit himself that's why he hired a team. What a fricking loser compared to other real solo developers. I'm sure people are jealous of someone who needs to rely on others.

This hasn't been a "one-man" (Toby and Temmie and a handful of others) project since Chapter 1, there's a whole team doing most of the dirty work on the game. Toby's main jobs are writing (the broad strokes of the whole script are already done, he's been thinking about this shit for literally a decade), music (not all done but again something else he's already had a ton of time to think about and work on, there are songs in Chapters 3-5 that were done before Chapter 1 came out), programming (can largely be delegated) and concept work and direction, which is an ongoing process.
Toby released Chapter 1 as a cry for help because the game would have never been finished if he tried to tackle it like Undertale, he talked about barely being able to keep up with development when his wrist was fricked. Him going out drinking with ZUN isn't holding the game back an extra year.

Most of the Card Kingdom characters were designed by the artist Kanotynes, Toby was inspired by these and got permission to use them for a game of his all the way back in 2012. I don't know that any money changed hands.
Deltarune has several other guest/commissioned OCs from people Toby hired for their work. Schizos are pointing to this as evidence that Toby is a hack because they have never made anything of value in their life.
This is all of course talking about character designs, not character writing. Toby is dismissive of his own artistic ability, though he still does plenty of concept art for his characters which Temmie and other professional artists refine later.

Eh, stealth sections aren't that enjoyable for most people. Its not a good idea to shift the genre of the game forcibly because you'll start getting stuff like Nier where you get segments that just flat out feel worse than the normal game
The sly cooper games are good, and I remember at least for me Wind Waker's first section being fun. It's how stealth is executed that sucks.

Well that was incredibly disappointing. Nothing to see this month.
I kinda didn't like the romance stuff in Deltarune. Molesting Ralsei and Noelle thirsting for Barney felt out of nowhere and undeserved. Maybe would have been better if left for later chapters where the characters are more developed. Right now it clashes with the goofy tone of the game. But that's just me.
It definitely isn't just you, I kind of hate it all myself.
