Actually it was Nickelodeon who went to Ludosity after shortly after Slap City launched.
They then went to multiple publishers to get one of them to publish the game. Apparently GameMill was the only one who didn't turn them down.

in game development teams will do pitches for art to help sell an idea to investors and higher ups. I don't like how most of the promotional art looks but that one looks that way because it exists to roughly convey the idea.

That specific version of the Pumpkinator is from the Crash Nebula special. The robots from the Halloween special are related to the same robot from Crash Nebula.

Although he did have a crossover comic with Spiderman one time.
Why does that matter? They are in the game and are being treated as first party. They are bigger than Avatar and maybe even Spongebob. They deserve top reps.
They do not deserve more than SpongeBob or Avatar.

TMNT was made during an era where every cartoon had an accompanying toyline, so the show built up quite the rogue's gallery to pad store shelves with. We just got Squidward as the 4th Spongebob rep, and I wouldn't be surprised if Krabs and Plankton are to follow. As for Avatar, Zuko was in the last kart racer, so they'll likely want to get their mileage out of that new model.

Yeah, there's some surprisingly good music in the previous game. I'd also say both Ren & Stimpy songs are standouts. While I'd love to see at least some actual show music, I'd welcome original songs a lot more if the quality is at least better this time.

But to answer your question, it really depends on how well it's handled.
I'm not the typical platform fighter fan who buys games just because it's a platform fighter with characters i recognize. I am not that desperate for more platform fighters and i have standards.
Also i don't see why Sega would want to have their own platform fighter at this point. They even have three of their characters in Smash, and even a total of four franchises counting the Akira assist trophy.
