This does not count marketing budget, which is easily the same amount, if not more than the development budget. Assuming Playstaion gets back an average of $60 bucks from each sale (factoring in half of them being sold physically and through bundles that are sold through retailers) they've made $150 million so far. They'd need to sell about 8 million just to break even, which I think it'll do at least by the end of the year probably.
As for FF16, it """sold""" and shipped 3 million over 1 week. It doesn't have any strong legs either. It was beaten by some mediocre souls-like called Remnant 2. Keep in mind that Remnant 2 released on July 25th, so the game still beat FF16 despite the latter having 25 days' worth of sales over Remnant 2.
That they only managed that with a name as popular as spiderman is a testament to snoygger incompetence. I guess having no games is a good strategy if you want subpar games to sell in the platform.

You can also see a difference in sales within a series based on quality. Kirby and The Forgotten Land is going to sell about double what Kirby Star Allies did, for example.
