How come modern CGI cant surpass something made in 2005?

Marvel and Co realized that kids and their parents will watch even when the effects are bad. Modern CGI got way better but the studios need to actually put money and talent in to get results, see Avatar 2.
It can but ILM peaked the proprietary workshop style in 2005-10. That was when they had both brains in house and the conputing power was high enough. In fact the raw computing hasn't advanced that much since.
These days it's about companies such as Technicolor driving down the prices and outsourcing it to every known shithole such as India and China.

Because as other anons said, companies realized they didn't have to try. Add to that most big movies now are almost the inverse of something like Roger Rabbit, where instead of a live action movie with animation mixed in, they're CGI animated movies with some live action (barely) mixed in, meaning that the CGI doesn't really need to match the live action bits because the CGI IS the movie, not something helping it along through special effects. POTC is just the opposite, where the CGI is still considered a special effect so you need to get it right in the same way you would a practical effect, so you do lots of work making sure the lighting and coloring on the CGI really matches up to the scene around it so it looks seamless. Plus POTC came out only a few years after LOTR where Gollum was considered a wonder of effects, so you want to top that right? Or at least match, so you take great care getting your CGI right.

I always felt they should have spun off Black Flag as its own series after AC4 and basically done this as an excuse for a new map to sail around on in each game

POTC 2 production was in its earliest stages in 2004, and had no final script until 2005. The film came out in 2006. POTC 3 came out a year later, thanks to filming scenes for it at the same as POTC 2. There's also a great behind the scenes vid that shows how the CGI was dependent on the physical scenes and effects to work or even be done in the first place, so the squeeze affected those a lot too. Those were 1-2 year sludge movies, sludge has just gotten worse with time.
