This is factually true on NVIDIA. They built a hidden backdoor into the driver that can be used by anticheat. Windows can't intercept it. AMD or Intel probably provides something similar, because if they won't Riot would call their cards "insecure".

it's a kernel, it runs at all times. There's a user-facing client which you can "turn off" the kernel but you have to reboot and you can't open Riot's client until you re-enable it.

It will still have these, becuase even Valorant still has cheaters. They just get caught a lot faster, and the barrier to entry for cheating is a lot higher, so overall incidence of cheating is way lower in Valorant. Anti-cheat won't stop cheating, nothing stops cheating, but it will hopefully bring it down to a much more sane level than right now, where probably half of all league accounts belong to cheaters.
Overwhelming majority of cheaters come from SEA, China, Brazil, and Russia. If you simply banned everyone except NA and western Europe, cheating would drop like 80%. If you banned VPN nodes, it'd drop by 95%.
Why is cheating a thing in LoL? I mean, what do you get by getting on Challenger? Why not joining your local tournaments, and grind your way up to international like the good old days, assuming those still exist.
There's 3 main types of cheaters: trolls, inferiority complexes, and narcissists. Trolls aren't always cheaters themselves, but they fuel the cheating economy by being the main purchasers of boosted and pre-leveled accounts, as they are highly prone to being banned for toxic behavior. Eating their first permaban for toxicity is usually how they make the leap from being merely obnoxious to being a cheater.
Inferiority complex players turn to cheating because they can't handle being bad at the game. In their mind they're not doing anything wrong because they imagine everyone else must be cheating too, so they're only putting themselves on the same level as the people beating them. They are the type of cheater who will cry crocodile tears if caught and beg to be forgiven, but will inevitably return to cheating once their inferiority complex triggers again.
Narcissists are similar to the inferiority complex types in that they cheat because they want to win, but in their case it's that they believe they should be the highest rank and don't really care how they get there. The ones that are given access to anticheat code and data are. Many employees working at a bank need access to customer data (customer service, etc) but regular developers at Valve or Riot don't need to know any details about the anticheat.
Think of it like this: It's natural selection, if you don't know how to develop an effective anticheat you've had ~20 years to be filtered out of a highly selective industry.

Vanguard doesn't go through the OS, it side steps it by directly accessing the kernel with a low level driver. Many cheating programs also have kernel-level permissions, and either spoof or piggyback legitimate drivers to interfere with game instances and avoid detection by the game's built-in anti-tamper programs. Without some way to snoop at the kernel level, there's no way to stop those types of cheats.
Personally, I don't feel comfortable giving Riot permission to install a driver on my computer that lets them disable other drivers and snoop programs unrelated to League. They can frick off with that extremely invasive shit.

They just get caught a lot faster, and the barrier to entry for cheating is a lot higher, so overall incidence of cheating is way lower in Valorant. Anti-cheat won't stop cheating, nothing stops cheating, but it will hopefully bring it down to a much more sane level than right now, where probably half of all league accounts belong to cheaters.

The ones that are given access to anticheat code and data are. Many employees working at a bank need access to customer data (customer service, etc) but regular developers at Valve or Riot don't need to know any details about the anticheat.
Think of it like this: It's natural selection, if you don't know how to develop an effective anticheat you've had ~20 years to be filtered out of a highly selective industry.

I can literally just launch it from a .bat file, and it automatically loads in all the mods. It's a great system.
