Apparently the art depicts pre-Kas betrayal Vecna, they will probably have an updated design for him without an eye and hand in the future since there will be a D&DOne adventure revolving around Vecna in a year or so
I am sure that the fact that he looks weirdly similar to Stranger Things Vecna has nothing to do with anything.
Did Wotc work with Stranger Things on the show's design of Vecna? I'm pretty sure the Vecna Dossier with the 5e design of Vecna came out in early June 2022, literally a week or two after Stranger Things season 4 came out and introduced their version of Vecna (who never showed up in the other seasons of the show). I doubt Wotc managed to scrap together a design and get it commissioned in less than two weeks time.
I am pretty sure WotC is working closely with Netflix on this one. It's free money for them, similarly to Critical Role, so they would rather be in the know about what's going on in the inside.
Both relics in various editions say he eventually gets those back. So this could be an image of Vecna when his hand and eye are between gigs.
I mean, he's ascended to godhood, i would expect him to be able to get those back. But the image is of a one-eyed one-handed lich, not whatever the frick OP's image is supposed to be.

The art itself is fine, it's just 3/10 for what it's being used for.
The statblock is the really bad part. The god of liches is a CR 26? Make him a CR 30, fricking cowards. He has a handful of common resistances and status immunities, and some middling attacks. I guess he gets to use his dagger after them, but that shit isn't going to phase high level tanks. Rotten Fate is clearly his best attack, but the killed creature being raised as a CR 1/4 zombie is just fricking dumb. Flight of the Damned is just weak. But the real insult is the spell list - it's like they didn't even try. Absolute fricking garbage, this is supposed to be a wizard who's at the peak of his craft? Bullshit. And no legendary actions. Really just an all around terrible statblock. The items included in the pdf are trash too, lazy fricks couldn't even be bothered to write them up and just said "lol roll on random tables." Really just fricking trash.
I prefer the 3.5E version but even the 4E "Eddie the Head but he has a ghost monocle and stole a headdress from a WHFB necromancer" design is far superior
