You can get a Water Stone on Route 19 the moment you acquire Surf.
Also, if you really think Samurott is the only good water Pokemon in the Unova dex, then what makes Pokemon like Starmie, Lapras, Floatzel, Jellicent and Walrein, "shitmons?"
By the time you get to Route 19 you already near the end of the game. The game still robbed you of having a decent water pokemon if you didn't pick the starter.

So right at the start of the game you get access to probably the best physical water type in the game, and Golduck which has comparable stats to Samurott. Once you get surf your options open up more, as they do in every Pokemon game. I don't think the selection of water types in Black 2 in a problem.
