I decided to do a quick look over of the gameplay reveal.
Of the 150+ npcs shown briefly in the video, there are 19 identifiable black people and 2 identifiable asians. Of those, only 4 blacks and 2 asians appear to be significant NPCs rather than background characters, and one of the 19 blacks is a guy in a painting.

Indeterminate is perfectly fine for an initial look because the question is about over representation. If 100 of the 150 NPCs were black but unidentifiable it wouldn't matter because they're not getting represented in the reveal when they could've been.
The anon complaining does have a half-valid point in it being noticeably diverse when it comes to significant NPCs shown in some areas. Constellation has only one white person who appears to be the leader. There's a fair-skinned male but I think he's asian. The only person shown from the United Colonies is a deep african accented guy.
Other areas are much whiter, like Akila City not having a single significant black so far, Crimson Fleet not having any blacks at all, and the New Atlantis landing bay having majority white people, with two groups of what appear to be scripted NPC conversations you can walk up to starring white people.
So generalizations with anecdotal data to back it up.
