The "one remake per hardware iteration" only applies to mainline games, they went as far as to outright say "LGPE is a reimagining, not a remake" to not break their autistic little ruleset yet never once attempted to make two remakes for any one system (cf: Legends: Arceus being a prequel/sequel to the events of DDPt).
They said LGPE was a reimagining, but they never said it "wasn't a remake". Heck, they didn't even call a lot of their remakes by the word "remake".

Masuda and a couple oldgays told Niantic how to make it to adhere to their vision of Pokémon, arsepull got added after the anime asked for a mega. Colosseum's pokémon still get logged as "from a distant land" rather than "from the Orre region" because to Game Freak, Orre doesn't exist as a concept.
Thus only shit they do matters when it comes to how they remake their games. ANd BDSP was the Switch's remake, n ot LGPE, the final burner game of Gen 7.

They probably felt that Kalos had more to offer/expand upon and it fit more for the overall releases on the Switch games so that you could realistically play all of the games over the lifespan of the Switch and get a National Dex (with gen 5 remakes, you can't get Furfrou and its forms still).
Additionally, they probably do not even know how they are going to approach BW remakes without the Dream World, IR functionality, Triple Battles (they seem to not want them in any games post gen 6),
You would think with hardware more powerful than the 3DS that Game Freak could get Triple Battles to return as early as SWSH, but alas, they can't even get building interiors to work now.

An unova remake was never due until Nintendo released a system to replace the Switch, zum-chan.
Legends doesnt equal remakes. Sinnoh got both at once fir 2 reasons: it was pokemon 25th annivesary so they wanted to do something special. The other reason is that Sinnoh revisit was long overdue because LGPE happened along the way. Right now its been only 3 years since BDSP. Its too soon for Unova but you can be sure both Johto and Unova will be revisited (hence why Teal Mask and Indigo Disk were so Johto and Unova heavy). Unova will most likely retur next gen or so. Meanwhile Kalos waited over a decade for ANY revisit. Its a perfect candidate for Legends with its unfinished lore

They've spoken about this before and it's the reason why Pokemon Gray, Z, Stars whatever the frick else doesn't exist and it's because of Game Freak's boner of doing surprise announcements and subverting expectations. Will they make Johto or Unova themed remakes or games? Eventually but it's going to be when nobody is expecting it to happen.

There's no rule about releasing games in a strict order. They had a concept for a new game in a familiar setting and decided to develop it. If we get 20 games set in Kanto after this it will be for the same reason, not for bias or favoritism or whatever. It's all about having an idea to build around, but leave it to the fandom to find something to victimize themselves about.

Unova wasn't skipped, Indigo Disk was the "Unova game".
PLZ isn't a main remake, like LGPE and PLA. Main remake patter is still on. REAL Kalos remakes are Gen 12 or two consoles down.
I was legit waiting for our Gen 5 BDSP style remake because unlike the rest of the plebs I can tell when greatness is gracing us. This is the second time they’ve cucked us out of Kino. The first time was when they never gave us our damn Let’s Go sequel.
Frankly, looking at what they did with the gen 4 remakes, I don't see the point of remaking any generation if it's just to keep the same Pokedex.
In fact, Legends ZA at least is justified because it's filling the hole of a third version for X and Y, and it's also bringing back what I consider the best generational gimmick with Megas.
I don't see anything worth bringing back with a Black and White remake (especially with Black 2 and White 2 being remakes of their own already), and I liked that gen.
