So slow and quiet....Victoria II also suffered a bit from the same, but kinda enjoy the songs after hearing them for thousands of hours.
Seems like every installment in the series and perhaps paradox as a whole the music gets more bland.
Was taken aback first time i booted up Victoria: Empire under the Sun. It has the best music of any paradox game according to me, some quiet songs and parts then suddenly loud and fast pace.

My guess on the decline of their soundtracks is they stopped buying existing tracks and recordings, and instead got a inhouse composer and rent a local band.
V2 OST sucked, I've always muted it and put romantic music in the background, glad to see V3 at least has one improvement over its predecessor.

Classical music is a bit of an acquired taste. Especially since a lot of it seems to be led by a string quartet.
Arcanum is worse about this, since it's literally just a string quartet. Apropos, it's about industrial revolution, and nothing symbolizes Victorian era poverty and child labour than the whining of a string quartet.
