Not really. It’s ok but base Ursaluna was fine as it and already did a good job at finishing the line. Blood Moom just seems like they were trying way too hard to pander to the people who called Teddiursa and Gen2 “babyish” and overcompensating.

Anon bipedalism is not inherently superior to being quadrupedal, otherwise quadrupeds would be rare. It all depends on what ecological niche the animal is filling. For Ursaring being bipedal worked out for it, or was perhaps vestigial from teddiursa. Ursaluna goes to being a quadruped because it's filling the role a real life bear would fill.
Which, by the way, bears can stand and even walk around a bit, but they mostly walk on all fours. so it's not hard to see how a fictional bear line would swap between the two.

Bloodmoon is more physically tanky, has recover and learns Calm Mind which patches his low spdef while boosting Spatk.
