Nobody said Henry has to be maxed out. But he's at least a competent squire by the end of the first game. Reverting him back to "i literally can't do anything i'm just a peasant again" just to create some progression would be absurd.
The game should instead push the upper limit of what Henry can do. Maybe now he can start with knowing the basics of squire-related skills and can work his way up to a higher peak than what KCD1 let him do?
Probably a different system all together, henry this time will actually start as decent swordsman, but can now get better. Look at the footage of battles, it has way more enemies on screen than 1st game even could handle before combat system going to shit.maybe henry now can git gud at crowd control in combat.

Since its part of main storyline of KCD1 that henry learns to read, yes. My guess they will introduce books in different languages like german, and henry might need to learn those languages to read specific books.
