80% of the dungeon is entering a menu and switching boots on and off and changing water levels. The whole thing is shitty filler, and that's why most people just abuse the terrible level geometry to skip half of it. It's complete dogshit like most Zelda dungeons.

Also, to add to this: When he was leaving the room with the locked door he didn't even have to put the boots on, he could have just swam closer to the entrance and dived down into it and swam out then only put the boots back on outside.
The remake has the Boots count as an item like WW and TP so the pacing improves by a lot. And the doors are marked a bit better (different color to show how the water level changes and when you can access them)

Dark Link's AI isn't affected by targeting. Fighting him "properly" is still standing around waiting for a single opening when he staggers either based off a deflecting with the shield or parrying his sword strikes.
