If anything Sinnoh’s distribution is too good in the early game. No other region gives you options as strong as Starly and Lixy on the first two routes. Kanto has Nidoran but everything else you find early on are things you will eventually replace

The sinnoh meme team is real because these are the only options provided to you in a reasonable timeframe if you want to use new Pokemon that aren't dogshit ass (Kricketune, Bibarel) or a babymon (Chingling, Budew).
Everyone runs Staraptor+Luxray because they're the only half decent NEW Pokemon until you beat the first gym and reach Valley Windworks some 2 hours of gameplay later. Everything between the first route and Floraroma is Gen 1 route filler like Machop, Geodude and Zubat that most people are gonna pass over in favor of Pokemon actually from the region.
By the time you hit Valley Windworks you're so desperate for another Pokemon you grab the first thing you see, buizel, and other physical attacking mons like Buneary, Pachirisu, etc are so utterly mogged by the now Staravia and Luxio on your team that there's no reason to give them a team slot. On top of that, if you don't want to do Honey Trees you actually miss out on a sizable portion of decent Pokemon at this stage of the game as well.
I don't think there's any denying that these are good Pokemon, but the fact that everyone who's played Sinnoh has run some variation of the team in the OP with one or two changes shows to me that the actual problem is Sinnoh's downright horrendous distribution of Pokemon. No other generation has this issue because no other generation fills routes with as much trash and no viable alternatves.
Why are you so obsessed with what's optimal? These games are piss easy, playing with a suboptimal team is a lot more fun anyway

If you ignore old pokemon for every game (which normal people don’t do, mind you) then every single game past BW has this problem but 10 times worse. It’s virtually impossible to beat B2W2 or any game that came before it with only new pokemon.
The only game this would actually take some effort in is Gen 2, and that's if you refuse to backtrack or seek out uncommon Pokemon like Miltank and Heracross.
Gen 3 lets you make a full team of new Pokemon before the first gym.
BW2 gives you a healthy selection of both new Pokemon and good old Pokemon like Elekid.
I think that's the other issue with Gen 4, it's not that old Pokemon = bad, it's that for some reason they used the actual bottom of the barrel filler Pokemon people would pass up in any generation. Abra, Machop and Geodude are all not only stupid common, but all 3 are trade evolutions which makes them undesirable for a solo playthrough unless you really don't mind having a Machoke forever. Psyduck is a trash encounter in every game, and Zubat is overlooked in favor of Starly. Meanwhile BW2's early route old Pokemon are stuff like Riolu, Growlithe and Azurill, Pokemon people can feasibly want to run, AND they're next to Gen 5 Pokemon if you want something different.
Imagine if instead of every cave looking like pic related you could choose between stuff like Sableye, Aron and Tyrouge. Do you get what I'm trying to say here? People would be far less likely to run the same teams if they had more than a few good options starting out.

Oh, and have more fun backtracking through the snow routes where slow is the only speed you're allowed to go!
