Starfield was only really focused on between 2020-2023 according to Todd Howard. Also BGS expended their studio greatly from 2018 onwards. So they recruited a bunch new people the past few years and had to do remote work during Covid. That’s probably why we have side quest that are about buying coffee and other shit, because they said shit, we need more quest so they quickly created those to pad the quest count. Game needed another year in the oven.
