They realized how fricked up it would be to polish up all the 3d models, all the animations, make sure all of the skills work with each other, make sure none of the new map mods/item mods etc would be fricky, that they just decided its easier to split them apart. Also every change like adding the dodge roll or transformation skills would have to be ported back to PoE 1, so they would probably have to invest so much time and manpower that they could have just made another new game instead.
Also they will be able to get away with slower release of leagues, and having them on a larger scale. Basically have a junior team on PoE 1 and a senior team for PoE 2. Milking potentially 2 playerbases at the same time.
