Dante faces the same issue for how to approach. The only route is basically saturation targeted firebombing so Dantes range advantage over Kratos thanks to small arms fire isn't going to help much in the end.
If you remove Mercer you have a more balanced group to fight it out.
Mercer's not invincible. The simple brute force method of burning him down to nothing is incredibly hard, but it actually can work. You just need to be beyond thorough to prevent him from eating another crow and coming back. There's also chemical agents like Bloodtox that are capable of corroding him to death, and there's always the potential for him to be sealed away instead of just killed. Of course, some might not be applicable anymore, because Greene shows that certain weaknesses like the Parasite becomes non-issues with evolution, but still.
If anything, Kratos or Dante would likely have access to the tools or powers required to handle him.
Cole zapping Mercer would take out every cell at once. It's how they took out the Thing in the original book because enough voltage makes it a full instakill.
Cole would get killed by everyone else but he would def be able to take out Mercer.
Mercer is kinda silly with how he works, he's not the "strongest" but I think everyone else is just a bad matchup against him
That said, without his bullshit antics, I think Dante would win in a more straight-forward fight against everyone.

Why is Bayonetta left out? Because she's too OP for a fair competition? Because she'd be too bored to fight anyone who can't punch God into the sun?
