Pretty sure Delcatty was considered the worst fully evolved Pokémon in generation 6. It had a base speed of 70, which was also its best stat.
Delcatty’s move pool is pretty bad too.
There was not a single thing the Pokémon did well, like Delcatty nothing going for it that would make it want to use it over something else.
On top of all that, it requires an evolution stone to evolve a Skitty to a Delcatty. Imagine wasting an Evolution stone on a worthless 380 base stat shit cat.
Speed was buffed from 70 to 90 in gen 7 but I’m sure that didn’t help things too much.
