Yeah, it will be 30 fps, just like the X.
Series S CPU is as powerful as PS5. For GPU they can bruteforce lower resolution.
Only RAM could be an issue, but in most of cases it's just lower texture resolution.
They only said this so far:
Series X - 30fps 4k
Series S - 30fps 1440p
The only difference will be the series s version will have shit textures as the cpu is the same in series s and series x but the gpu and ram are worse.
