It has games on Steam. I sometimes even play that shitty 3D chibi fighter on the PS2.

It’s large ass cast and fricked up combat system. Dragon Ball and Naruto have characters that play and feel the same. Flying, beam struggles, punches and kicks. One Piece has multiple power systems that all contradict and overrule one another with a roster that all fights differently. Goku and Frieza play the same. Naruto and Madura play the same. Luffy and Kaito can’t play the same

Size difference and two zoan transformations. All of which need to be implemented to them and no other character. You’d need to make a Luffy solo game or you’d need to simplify the roster extensively

But it doesn't have to be a fighting game. Their recent open world action game was actually kind of decent. But the story was too moronic to care and the art direction of the world was a bit ugly
I don't really think the systems don't work well, there are just multiple ones. It comes down to different martial arts (both melee and ranged, with and without weapons) which can be used to attack or perform some super human feats that come down to enhancing physical stats like wuxia shit, the haki (which is just martial arts magic but more magic-ey) and then devil fruits which give you unique abilities. They all function fine in tandem, they're just a bit incongruous.
