As someone who likes coding, if you didn't immediately find yourself enjoying it when doing basic shit like getting stuff to move around on the screen and seeing what you can do with that, you probably never will, because it only becomes more frustrating the more complex the stuff you're dealing with is. In which case you'll want to find someone else to do the hard work for you, because you'd not getting anything significant done otherwise.

Do one part at a time. For example make a game that is just your dream game's battle system with nothing else. Then if you succeed at that make a single area characters can move in outside of battle. Then make a town, etc. Start with part of your game that could somewhat function standalone and then just keep stepping back to a wider picture

I have a very vivid imagination and its deeply satisfied when I imagine playing the game that I want to make. Just sitting and visualizing everything in my head gives me more enjoyment than playing other video games. Sometimes I will do this for hours. But this is very bothersome. I've spent the past five years working every day building games. I am sitting on six nearly finished games but none of them match exactly what I envision so I scrapped them. I've been working on the most recent iteration for about a month and I'm just going to bite the bullet and release something.

start by thinking about what you want to actually happen.
i.e. how many turns/actions it should take to kill enemies or have them kill you
think about how tight you want to make 'optimal' play
think about how much you want to encourage buffs/gear/etc
make systems to fit that curve
just don't do stupid shit like where damage = attack - defense so that if you miscalibrate either one you quickly get way the frick out of line

It's all legitimately "numbers go up bigger and that makes thing betterer". There might be some scaling equation that makes things somewhat exponential, but you can just look up how existing games calculate things if you just want to copy them. The genre isn't something where carefully designed balance matters or which anyone cares about in the first place, Pokemon aside.
It's called stealing systems from TTRPG's and making slight changes so you don't get sued.

Only myself, I can't quantify my own skill, but that's what I'm using.
I'm looking at blender tutorials and then I'm going to take the art I find on pinterest as references for my levels.

also, after learning how to do something, that thing loses its "magic".
I feel completely unfulfilled by my job so I was thinking I would try making a game and see if that feels fulfilling.
I'm just incapable of doing art, been like this forever. It's a weird perfectionist thing. When they made me take art classes in middle school I used to just not draw anything because I was too paralyzed to start. Now I sit and don't actually model anything in blender.

I've tried many over the years and I keep coming back to Visual Studio (not VSCode) and for quickly editing things Vi/Vim
forgot to mention I primarily use C++ with a self made engine. When I program in other languages e.g Python, JavaScript or PHP I use VSCode nowadays.
what apis are good to make an engine?
I don't know what you mean with apis, but for creating a engine it depends on your usecase. For example for a "simple" 2D game engine you could go with a plethora of libraries ranging from SDL to SFML and Box2D with either Vulkan/DirectX or OpenGL.
