It's not a feature because they flicker in sync with each other or in response to camera movements. It looked like shit before the patch and it looks like shit now. This is on a 4090.

From what ive seen, the biggest changes are in perks and cyberware they still dont fricking change your appearance. Rest is the same, also cops are a thing now, whatever. If you liked it before you'll like it now, if you hated it, you'll still hate it
Performance seems the same (with highly improved RT visuals though). The only reason Phantom Liberty has higher requirements is because they didn't have to build the new areas with last gen consoles in mind so they can add a lot more density and detail.
Why the frick the game is so piss easy now? Not only did they change enemy scaling, so you can just murderhobo through the first act without any resistance, but also economy is all fricked up. I just did a few police scanners and a couple of gigs and I'm already sitting at 40k or so eddies, while i would take me the entire first act to get those money without exploits in act 1. You can walk around a bit and then jus pay Vic what you owe, even tho before it was kinda a big deal, since money didn't come easily to you. And you can now find every gun type in the Act 1 which also makes you completely overpowered.
Also frick those gays who decided it was a good idea to enable auto-aim by default. Kys
