I never once believed he fully cared for the dub, while you can hate her haughty attitude, but the translator for MGS2 was right in that Kojima was so meticulous about the MGS2 translation BECAUSE of the changes made in MGS1. It's also why codenames slowly became dumber and dumber, like Hot Coldman. Or fricking any name in Death Stranding.

Twin Snakes was done to be "a closer localization" according to them. And in a way, it was. They didn't use stereotypical accents and stuff in the original Japanese. And tons of dialogue was straight up altered in the original PS1 release.
However, most people in the west don't care about this. They're comparing Twin Snakes to the first Engish dub, which they think is the "official" one. So a more accurate translation would garner the same angry response. Because it's not like the original PS1 game.
All that said, it becomes more tricky because Twin Snakes, while translating some things closer to the original Japanese, changed a bunch of other stuff. So it's a garbled mess.
