Yes but if you want anything other than youtube you have to install the CEF fix for gmod. The people that maintain the fixed cinema gamemode also maintain that script. As a warning, the fix doesnt work on windows 7 anymore. The python version used to run it the script blocks windows 7 and recently the fix is using a version of CEF that blocks windows 7. Theres no way to roll it back to an earlier version of the archive because the script phones home for everything and the fix itself are byte patches to various gmod files, some of which do change.

Get yourself Linux Mint. It should come with KDE Plasma as your desktop environment, which is very windows-like in it's design.

The end result: You have a modern OS, that benefits from more modern security principals, whilst also believing that you, as the owner of the PC, should have absolutely 100% control over everything. You wanna delete your entire drive? You shouldn't, but we wont stop you, because that's your decision to make.
Oh and once you've done that, it's only a matter of time before you'll start exploring the different desktop environments out there. You're not stuck with the same look and feel as everyone else, or whatever theme shit the developers throw at you. The two big ones are GNOME and KDE Plasma, with GNOME being a bit more traditional and KDE Plasma being more windows-like (serving as an excellent stepping stone for windows refugees), there's other shit like Budgie, LXQt, Xfce, Deepin (which is a great one for apple refugees), you just have to go look.
And hey, if you want to really be a massive showboat, just pull any existing desktop environment from github, start tweaking it, and compile it yourself with new features just for you.
