Masuda is either just straight up lying here or is showing unprecedented levels of autistically splitting hairs.
Ever since Spaceworld 97 leaked, we can see how they brought back multiple axed mons in later generations (a high amount in gen4 alone)... So there's always a likelihood of someone looking at an old design and fixing it for the new gen.
The weird deer from gen1 likely turned into stantler too. So reviving an axed gen1 design wouldn't start with gorochu.

Because they didn't go 7+ years without them getting added, they managed to tweak it to get accepted for the next Gen (Shellos/Gastrodon). Turner also said he's seen shit made for one Gen get declined, but accepted for another Gen in Gen 8 interviews. And NEITHER of those statements actually touch on the meaning behind what Masuda said. Since you're stupit, I'll explain:

In other words, the designs you claim counter Masuda's point don't actually counter them, because they didn't "utterly discard" the design, but stuck it back in the over to bake another little while. Gorochu was dead twice over by time Gen 2 came - when electric/dragon ended up too strong a monster for an early-game rat and when Pikachu became the mascot due to public reception. Whatever chance it did have then got utterly snuffed out, because "lole, maek cute babby piggerchu".

Same Reason why legends starters were replaced with regionals. Everyone hated: Bigger Cyndaquil with CHARIZARD's Copy-Pasted Stats, Pooltoy that can't use its sword, and SFMA School shooter Owl that's mogged by its own preevo, so Game Freak made versions that people actually like.

If regionals were given to any actually authentically popular pokémon, something that actually had a cultural impact like Charizard, lucario or Greninja, shithead may have a point. But looking solely at the games (because the spin-offs are the purview of the pre-teen and mildly moronic), nothing that got a glow-up was actually popular in modern-day pokémon. Eras changed and kids evolved away from the early-adopters' tastes of the franchise that you hold onto as gospel.
