I think it's more insidious than that. They want PC gamers to make or link PSN accounts because Sony still has plans to give a go at a PC game launcher to try and cut out the Steam middleman. I think they figure if they force players to make a PSN account now, there's less of a barrier to trying out their launcher in the future.

I like what I've tried of those devices though. And a lot of good + very cheap options exist.
Except then you require a shitty tack-on controller which results in a device 2-3 times as large for a worse experience. It's nice to have something simple and small with dedicated controls.
