Then go through the usual check integrity of the game files, check your power settings are on balanced and update your gpu drivers
Did all that and many other suggestions such as compatibility settings, updating directs, unplugging controllers, it just doesn't wanna run, not even an error message, and this is a fresh install of Windows, other games work fine.

I cannot remember entirely but I'm pretty sure it was an issue bethesda caused either on its account end so you may want to log in on their website again and check everything seems to be activated or make sure your firewall isn't blocking doom eternal
Go to BIOS and turn on expo, then turn on core performance boost and precision boost overdrive. After you've done that, go to motherboard manufacturers website and download your graphics card driver from there NOT from AMD's website.
I had this issue last week with a 4090 and 7800x3d. The most likely culprit is the new graphics card driver. I had downloaded the newest NVIDIA driver and GTA V failed to launch, just like your video. I only said to turn on PBO, CPB and EXPO to be sure. It's almost 100% the graphics card driver which, for me, downloading the NVIDIA driver from May that was on my motherboard manufacturers(ASUS) website, fixed.

I hate PC gaming but for different reasons. You basically have to use Windows. You’re literally better off with a console if you don’t. The market also pushed you into using storefronts/services. So your games are all tied to different launchers. You can’t just have your game anymore. You cant own your games physically on PC anymore like the big box days. You okay games within an OS built for labor. Microsoft Office is right there. Your web browser. Pings from pisscord. Your email. Your unfinished work, right there. Why do you assume this is impossible on PC? You can literally grab a version of Windows 10 LTSC that does not come with a browser, the microsoft store, or any of that shit. I buy primarily from GOG because frick launchers, and if it's not on GOG I don't pay it any mind because I have no shortage of games to play. If you're really autistic, you could just dual boot or set up different users for work and for play.

I don't get the hype for 4K. It's great for general use and work, but pointless for games IMO. It's not that much better, and requires much more expensive hardware for similar results. I'm going to sell my 4K monitor soon enough.

Yup. And even a 240hz screen is a much more worthwhile investment than resolution higher than 1080p, unless you sit at a viewing distance that's gonna ruin your eyes.
It gets better once you realize you can just use DSR/VSR and have SSAA in every game. Even 1800p on 1440p display will look much better. It's limited mostly to fullscreen mode. But you can set your desktop resolution higher and it will work in borderless window as well but you will need higher scaling for winblows.

Don't fall for resolution memes, it's all about the panel and features. It's worth going for 4K on a TV with excellent gaming features like an LG tv but otherwise yeah 1440p is better.
High refresh rates makes things run hotter however. It's wierd that it doesn't for you. So again fix airflow and voltages.
I've already switched to the lower resolution monitor, so I'm not sweating it. I'm happy with my decision. My airflow is fine. I'm rarely hitting above 70C under load.

Switch's eshop literally has junk/scam games on it as I've come to find, which is a shame since conceptually they appear kinda neat and for some reason instead of being taken off they get discounted to a few cents.
