It was probably time constraints and data limitations, Silver uses the theme too in his Indigo Plateau battle despite not being a champion himself.
If they had the opportunity to do so, Red probably would've used a unique theme.

Shouldn't it be just "Battle! (Champion)"? The Hoenn games use the same theme for both Champions there, but you don't see people fighting over if it's Steven's theme or Wallace's theme.
This. Lance, Red, and Silver all have different themes for their battles in that game, even if they're all re-arrangements with Lance's being Bettle! (Rival), Red's being Mt. Moon, and Silver's being the Pokémon League.
There was a time when Lance was very popular and he had his own event in BW2. No Simpthia, no Steven, just Lance. But nowadays coomers and fujoshis are 90% of the audience.
