People say crossgen pre-evos are an useless feature but I think they're a good concept since they can let you use certain lines like Snorlax or Mantine during the early game.

the concept is good and mantyke is easily the cutest one but it wasn't available until the last route which defeats the whole point. wish they'd start making them again, mons like tropius and duraludon could use them.
True, but a good portion of the time they aren't available that early on.
Pichu-can't even catch it for most games and it's only worth getting in Alola and Paldea
Cleffa-outside of the Johto odd egg, it's definitely not worth it, and even then it's not like a Clefairy would be game breaking.
Igglybuff-same as Cleffa except you can get it in Paldea but Jigglypuff is about on par with a Lillipup in terms of brokenness
Togepi-not a crossgen pre-evo but still a babymon. Only really in Johto and Sinnoh, but it's at a pretty appropriate time and Togetic is a suitable reward (in gen 4 at least)
Tyrogue- Only in Johto and Galar, but it's a pretty good reward for just level 20, and the evolution spices it up.
Smoochum- Only really viable in Crystal and USUM and level 30 is a long way to go, but an early ice type, even a frail one, is appreciated.
Elekid- Good in Crystal and White 2. Can pull it's weight a little better. In Alola you basically get it just before it evolves.
Magby- Same as Elekid except in Black 2

In the actual games every single baby pokemon is just a worse version of an already bad pokemon, or else it's harder to find than it's actual evolved form.
Like what, maybe you'll find Budew or Azurill in an early route, as if Roselia or Marill really needed pre-evos, meanwhile it's easier to just transfer a Snorlax from gen 3 than it is to actually catch a Munchlax in gen 4.

I think it's kind of dumb that people complain that Baby Pokémon are weak. Of course they're weak, they're babies. It makes sense for them to not be as good at battles. It's just that battles are mostly what Pokémon are used for in gameplay.
If contests where the main gameplay instead of battles I'm sure there would be people instead complaining how Baby Pokémon are too overpowered.

Thing is, whatever they evolve into is usually not even that useful compared to other things you could usually get. Like in gen 2 you can catch magmar after the 3rd gym, sooner than it'd take you to grind up a weak magby to level 30 even if magby was on the first route. In BW2 you can catch magby and elekid after the first gym, but again, you could also just wait until after the 2nd gym and get the vastly superior darumaka or just get a magnemite. The only time baby pokemon are done well are when they evolve vis friendship so you can pretty much evolve them asap
TLDR baby mons take too long to evolve which would be a fine compromise if they evolved into powerhouses, but often they just become middling mediocre pokemon so you are never rewarded with a powerspike

that's it, they are an afterthought otherwise and are useless wastes of dex space that could have been used for actual evolutions (i fricking hate iggybluff for this)
Consider that Pokemon can have purposes outside of purely utility as a party member.
Some fill an ecological niche to make the world feel more realistic, like Corsola and Burmy. Some are low EXP fodder so the player doesn't get over leveled in mazes, like Zubat and Wingull. Some exist mostly for the collecting aspect, like Huntail and Gorebyss.
Baby Pokemon seem like their biggest purpose is to make the breeding mechanic feel more natural, since it's very weird to have a fully grown Magmar or Chansey come out of an egg, and this is evidenced by how many more pre-evos were originally planned before they realized no one really cares that much and it was too much work.

GSC also was all about these small activities like collecting berries and Apricorns, doing shit in Goldenrod, waiting for trainers to call you etc and "raising a baby" was also part of it. Even if most of these things were bare-bone mechanically they kinda created that sense of doing something, especially on a handheld that you could just pop on during break at school or before sleep.
Mantyke is not early game in DPPt
With Munchlax, you're better off trading a Snorlax from FRLG to get it

The problem is that most of the originals are weak early game Pokemon anyway.

its even worse, Jigglypuff can be found on the second/third route of the game in GS
they exist so you can get pokedex completion for breeding. Of course gen 4 fricked this up and added pointless incense requirements to everything.
