And where do you think they got the idea that Americans would approve of these changes? Them deciding to release the game in USA wasn't some last minute decision, but censoring the outfits was. It seems to me extremely unlikely that the devs just randomly realized 5 minutes before launch that some outfits need a tiny bit more cloth on them to make sure the game sells well in America. If the devs themselves believed it was necessary to cover up the protag to sell well in America they would have designed the outfits to comply with supposed American standards in the first place. It is far more likely that someone else ordered them to cover up the protag and they did the bare minimum to comply.
