Yeah, they're in Norway in the game. Also, Gotts can shoot him with a pistol, but it can only slow Scissorman down. He's basically invincible since he's a demon summoned into a child's body.
This game had a lot of great things, but unfortunately it's crazy slow due to PSX limitations and them making the dialogue scroll so weird.
