For all of America's short history, it's had scantily clad others lurking on the horizon. The taboo on sex was designed to ensure that people didn't freely mix with those scantily clad others and pick up strange ideas. Conversely the encouragement of violence was designed to make sure Americans would be conditioned to "defend" themselves from those others.
It's a fascinating way to control a population and I'm glad Americans wouldn't fall for such blatant programming methods anymore.

What the hell kind of language is neutral?
Alignment language. I imagine it's just a bunch of hemming and hawing.
Old D&D had alignment languages, but I use "language" loosely, it was closer to about 100 words that were enough to communicate a dangerous situation. It was a means to explain how beings of varying races would be able to coordinate themselves in battle if they did not share a common language.
